On Wednesday, December 17, 2025 (Reiwa 7), the “Houterasu Seminar” was held at TOPIA.

Houterasu (Japan Legal Support Center) is a comprehensive information center for resolving legal problems, established by the Japanese government to provide access to necessary legal information and services.

At the seminar, Mr. Abe, Director of the Secretariat of Houterasu Tokushima, joined us and gave an easy-to-understand explanation about the overview of Houterasu and how to use its services.

A total of 11 foreign residents living in Tokushima (from China, Vietnam, the United States, Germany, Indonesia, and Nepal) participated in this seminar. Participants were divided into groups according to the languages they could understand (English, Chinese, Vietnamese, and Easy Japanese), and counselors provided interpretation for each group. At Houterasu, information about legal systems and consultation services is provided free of charge, and interpretation services are available in 10 languages.

Mr. Abe said, “Many people may not even know whether the problems they are facing are related to the law. In such cases as well, please feel free to consult Houterasu first.” The participants listened attentively, appearing reassured by his words.
